Mr. Legacy retired as the public- works director for the City of Orange City. Born in Hanover, N.H., he moved to this area in 1981 from Massachusetts.

He was a member of the American Public Works Association, the Red Man's organization, and the Ormond Beach RV Gold Club.

Mr. Legacy is survived by his wife, Lorraine; four sons, Walter Jr. of Orange City, Robert of Harold, Lyle of Groveland, Mass., and Stephen of Daytona Beach; one daughter, Sherie Filippetta of Orange City; one sister, Ivah Chaput of Newport, Vt; 14 grandchildren and six great-grandchildren.

Memorial donations may be made to the American Cancer Society, 1620 S. Clyde Morris Blvd., No. 300, Daytona Beach, FL 32119. Lankford was in charge.
