 He was the son of Thomas Dunlay and Hannah Unknown. 
Census*1850  Thomas Dunlay did not appear on the census of 1850. No record of Thomas or Hannah Dunlay was found in the 1850 U.S. Census. Therefore, family must have immigrated to the U.S between 1850 - 1856 when James was born in New York. 
Census1860  Thomas Dunlay appeared on the census of 1860. Thomas Dunlay (age 45, Carpenter) lived in the 5th District 21st Ward in the city, county and state of New York. Also in the household were Hannah (wife, age 45), Thomas (age 16), Edward (age 13), John (age 10) and James (age 4). All were born in Ireland, except James who was born in New York. 
Marriage*circa 1868 He married Mary Unknown circa 1868. 
Census1870  Thomas Dunlay appeared on the census of 1870. Hannah (or Anna) Dunlay lived at 10th Election District 21st Ward in the city, county and state of New York. Hannah is 53 years old and is head of household. Also living with her are her sons, Thomas (age 26), Edward (age 24), John (age 21) and Joseph (age 13, I believe this is James). Except for Joseph, all sons were Laborers, born in Ireland. Joseph was born in New York and was in school. Thomas, Edward and John are U.S. Citizens whose ages are greater than 21 years. Hannah is not listed as a U.S. citizen. There is no documentation as to Hannah's marital status; however, since Thomas Sr. is not listed in the census, I presume he is deceased.

In the 1880 U.S. Census (June 12), Thomas Dunlay (age 36, harness maker) lived at 88 State Street, New Haven, Connecticut. Also in the household were his wife, Mary (age 32), Mary A. (daughter, age 11, at school), John F. (son, age 9, at school), Maggie (daughter, age 7, at school), Katie E. (daughter, age 4), and Thomas J. (son, age 1.)1
 
Death*circa 1880 He died circa 1880 at New Haven, New Haven County, Connecticut, United States.2
